Advisory Committees

AGENCY: Bureau of Land Management, Interior.

ACTION: Notice of Call for Nominations.

SUMMARY: The Secretary of the Interior is requesting 64 nominations for
representatives to serve on the Coos Bay, Eugene, Medford, Roseburg,
and Salem District Resource Advisory Committees (RACs). The Committees
will advise the Secretary, through the Bureau of Land Management (BLM),
on the selection and prioritization of projects funded under Title II
of the Secure Rural Schools and Community Self-Determination Act. Terms
will begin on the date of appointment and will expire on September 30,
2013.

DATES: Submit nomination packages to one or more of the addresses
listed below, on or before June 1, 2010.

Advisory Committee on Interdisciplinary, Community-Based
Linkages; Notice for Request for Nominations

SUMMARY: The Health Resources and Services Administration (HRSA) is
requesting nominations to fill ten upcoming vacancies on the Advisory
Committee on Interdisciplinary, Community-Based Linkages (ACICBL).

Authority: 42 U.S.C. 294f, section 756 of the Public Health
Service (PHS) Act, as amended. The Advisory Committee is governed by
the Federal Advisory Act, Public Law (Pub. L.) 92-463, as amended (5
U.S.C. Appendix 2) which sets forth standards for the formation and
use of advisory committees.

DATES: The Agency must receive nominations on or before June 30, 2010.

Advisory Board to the Consumer Operated and Oriented Plan (CO-OP)
Program

AGENCY: Government Accountability Office (GAO).

ACTION: Notice on letters of nomination.

SUMMARY: The Patient Protection and Affordable Care Act requires the
Secretary of Health and Human Services to establish the Consumer
Operated and Oriented Plan (CO-OP) Program, and provides for an
Advisory Board to the program. The Patient Protection and Affordable
Care Act gave the Comptroller General of the United States
responsibility for appointing the Advisory Board's 15 members from
among individuals with qualifications described in section 1805(c)(2)
of the Social Security Act. Appointments are to be made not later than
three months after the date of enactment of the Act. For these
appointments, I am announcing the following: Letters of nomination and
r[eacute]sum[eacute]s will be accepted through April 30th to ensure
adequate opportunity for review and consideration of nominees prior to
appointment of members and can be sent to either the e-mail address or
mailing address listed below.

Public Advisory Committees

ACTION: Notice and request for nominations.

SUMMARY: On November 29, 1999, the President signed into law the Patent and Trademark Office Efficiency Act (the ``Act''), Public Law 106-113, which, among other things, established two Public Advisory Committees to review the policies, goals, performance, budget and user fees of the United States Patent and Trademark Office (USPTO) with respect to patents, in the case of the Patent Public Advisory Committee, and with respect to trademarks, in the case of the Trademark Public Advisory Committee, and to advise the Director on these matters (now codified at 35 U.S.C. 5). The USPTO is requesting nominations for three (3) members to each Public Advisory Committee for terms of three years that begin from date of appointment.

NEW - DEPARTMENT OF COMMERCE - Minority Business Development Agency

Notice of the Establishment of a National Advisory Council on
Minority Business Enterprise and the Solicitation of Nominations for
Membership

SUMMARY: In accordance with the provisions of the Federal Advisory Committee Act, as amended, 5 U.S.C. App. 2, and with the concurrence of the General Services Administration, the Department of Commerce is announcing the establishment of the National Advisory Council on Minority Business Enterprise (NACMBE). Pursuant to this notice, the Department of Commerce is also soliciting nominations for membership on the NACMBE for the upcoming 2-year charter term beginning in April 2010. The purpose of the NACMBE is to advise the Secretary of Commerce (Secretary) on key issues pertaining to the growth and competitiveness of the nation's Minority Business Enterprises (MBEs).

DATES: Complete nomination packages for NACMBE membership must be received by the Department of Commerce on or before May 3, 2010, at 5 p.m. Eastern Daylight Time (EDT).

Medicare Program; Request for Nominations to the Advisory Panel
on Ambulatory Payment Classification Groups

AGENCY: Centers for Medicare & Medicaid Services, Department of Health
and Human Services.

This notice solicits nominations of five new members to the Advisory Panel on Ambulatory Payment Classification (APC) Groups (the Panel). There will be five vacancies on the Panel as of September 30, 2010.

The purpose of the Panel is to review the APC groups and their associated weights and to advise the Secretary of the Department of Health and Human Services (DHHS) and the Administrator of the Centers for Medicare & Medicaid Services (CMS), concerning the clinical integrity of the APC groups and their associated weights. The Secretary re-chartered the Panel in 2008 for a 2-year period effective through November 21, 2010.

DATES: Submission of Nominations: We will consider nominations if they are received no later than 5 p.m. (e.s.t.), May 26, 2010.

Call for Nominations for Resource Advisory Councils

AGENCY: Bureau of Land Management, Interior.

ACTION: Notice of Resource Advisory Council Call for Nominations.

SUMMARY: The purpose of this notice is to request public nominations for the Bureau of Land Management (BLM) Resource Advisory Councils (RACs) that have member terms expiring this year. The RACs provide advice and recommendations to the BLM on land use planning and management of the National System of Public Lands within their geographic areas. The BLM will accept public nominations for 45 days after the publication of this notice.

DATES: All nominations must be received no later than May 10, 2010.

SUPPLEMENTARY INFORMATION: The Federal Land Policy and Management Act (FLPMA) (43 U.S.C. 1739) directs the Secretary of the Interior to involve the public in planning and issues related to management of lands administered by the BLM. Section 309 of FLPMA directs the Secretary to establish 10- to 15-member citizen-based advisory councils that are consistent with the Federal Advisory Committee Act (FACA). The rules governing RACs are found at 43 CFR subpart 1784. As required by FACA, RAC membership must be balanced and representative of the various interests concerned with the management of the public lands. These include three categories:

Category One--Holders of Federal grazing permits and representatives of organizations associated with energy and mineral development, timber industry, transportation or rights-of-way, developed outdoor recreation, off-highway vehicle use, and commercial recreation;

Category Two--Representatives of nationally or regionally recognized environmental organizations, archaeological and historic organizations, dispersed recreation activities, and wild horse and burro organizations, and;

Category Three--Representatives of state, county, or local elected office; representatives and employees of a state agency responsible for management of natural resources; representatives of Indian tribes within or adjacent to the area for which the council is organized; representatives of academia who are employed in natural sciences; and the public-at-large. Individuals may nominate themselves or others.
Nominees must be residents of the state in which the RAC has jurisdiction. The BLM will evaluate nominees based on their education, training, experience, and knowledge of the geographical area of the RAC. Nominees should demonstrate a commitment to collaborative resource decision-making. The Obama Administration prohibits individuals who are currently federally registered lobbyists to serve on all FACA and non-FACA boards, committees, or councils.OSHA intends to recharter the Maritime Advisory Committee for Occupational Safety and Health (MACOSH). The current charter expires on September 23, 2010. MACOSH advises the Secretary of Labor on matters relating to occupational safety and health programs, new initiatives,and standards for the maritime industries of the United States which include longshoring, marine terminals, and shipyard employment. The Committee will consist of 15 members and will be chosen from among a cross-section of individuals who represent the following interests: Employers; employees; Federal and State safety and health organizations; professional organizations specializing in occupational safety and health; national standards-setting groups; and academia. OSHA invites persons interested in serving on MACOSH to submit their names for consideration for committee membership.

DATES: Nominations for MACOSH membership should be postmarked by May 7, 2010.
The Organic Foods Production Act (OFPA) of 1990, as amended, requires the establishment of a National Organic Standards Board (NOSB). The NOSB is a 15-member board that is responsible for developing and recommending to the Secretary a proposed National List of Allowed and Prohibited Substances. The NOSB also advises the Secretary on all other aspects of the National Organic Program. The U.S. Department of Agriculture (USDA) is requesting nominations to fill five (5) upcoming vacancies on the NOSB. The positions to be filled are: organic producer (2 positions), consumer/public interest (2 positions), and USDA accredited certifying agent (1 position). The Secretary of Agriculture will appoint a person to each position to serve a 5-year term of office that will commence on January 24, 2011, and run until January 24, 2016. Posted March 22 2010
Pursuant to the Federal Advisory Committee Act, EPA's Office of Pesticide Programs is inviting nominations of qualified candidates to be considered for appointment to the Pesticide Program Dialogue Committee (PPDC). EPA values and welcomes diversity. In an effort to obtain nominations of diverse candidates, EPA encourages nominations of women and men of all racial and ethnic groups. Vacancies are expected to be filled by late spring 2010. Additional sources may be utilized in the solicitation of nominees.

The National Park Service is soliciting nominations for one member of the Native American Graves Protection and Repatriation Review Committee. The Secretary of the Interior will appoint the member from nominations submitted by Indian tribes, Native Hawaiian organizations, and traditional Native American religious leaders. The nominee must be a traditional Indian religious leader. Nominations must be received by May 17, 2010. Posted March 18 2010.

Owner Vita

     John Isaacson, page owner, graduated from Washington University Law School - He was involved in Missouri state politics as campaign manager for Governor and as state Republican Campaign Chairman in 1963-1964. Isaacson was an Air Force Intelligence Officer in Europe during the Berlin Crisis under John Kennedy - President Nixon appointed him to serve on the President's Commission for the Observance of the 25th Anniversary of the United Nations, serving on the Executive Committee and the China Subcommittee which recommended the admission of China to the United Nations. His political experience includes meetings with Presidents Harry Truman, Eisenhower, Kennedy, Nixon, and Ford. He enjoyed a long personal friendship with Eleanor Roosevelt and Edna Gellhorn, the founder of The League of Women Voters. Isaacson has traveled extensively throughout Europe and the Near and Far East.  He now lives in western Montana near the Rocky Mountain Continental Divide in Butte Montana, the "Richest Hill on Earth."
